President and Chief Executive Officer

Victor M. Medina is the President and Chief Executive Officer of Delta Strategic Solutions, Inc., where he leads the company’s domestic and international security operations, strategic growth, client relationships, and service delivery. 

For more than two decades, Victor has built and directed Delta’s capabilities in executive protection, secure transportation, investigations, protective intelligence, security assessments, training, crisis response, and risk-management consulting. He works closely with corporate executives, government officials, high-net-worth families, multinational organizations, and international partners to develop practical security solutions for complex and high-consequence environments. 

Victor established Delta’s operations in Ciudad Juárez, Mexico, in 2008 and continues to oversee long-term executive-protection, secure-transportation, and cross-border security programs for multinational clients. Under his leadership, Delta has expanded its reach through trusted strategic alliances across the United States, Mexico, Latin America, the Caribbean, Europe, Africa, and the Middle East.

As CEO, Victor maintains executive oversight of organizational strategy, financial performance, budgeting, workforce leadership, compliance, quality assurance, client retention, and sustainable growth. He has led geographically dispersed teams, operational leaders, investigators, subcontractors, vendors, and international partners while establishing the standards, procedures, and accountability systems necessary to deliver consistent service across multiple markets. 

Victor is known for translating complex security concerns into clear, scalable, and financially responsible solutions. His leadership approach emphasizes preparation, discretion, communication, accountability, and an unwavering commitment to protecting people, operations, assets, and organizational reputation. 

Before Co-founding and leading Delta, Victor completed a distinguished career with the New York City Police Department, retiring at the rank of Lieutenant. During his career, he was assigned to the elite NYPD Emergency Service Unit, where he led tactical SWAT operations, specialized emergency responses, and high-risk critical-incident missions throughout New York City. 

His NYPD assignments also included Citywide Emergency Service Operations, command of the NYPD K-9 Unit, leadership of sensitive Internal Affairs Bureau investigations, and supervision of patrol operations. Victor coordinated with the United States Secret Service, the United States Department of State, federal agencies, and other law-enforcement partners during presidential visits, dignitary-protection missions, major events, and critical incidents. 

Victor also served in the United States Army Reserve’s 122nd Chemical Detachment, where he trained personnel and supported operational readiness for chemical, biological, radiological, and nuclear hazards. 

He is a New York State Licensed Private Investigator, a former Emergency Medical Technician, a Hazardous Materials Technician, and a member of ASIS International. Victor is fluent in English and Spanish and is currently pursuing a Master of Arts in Latino/a Ministry and Leadership at Asbury Theological Seminary as a full-scholarship recipient. 

Victor is also a licensed minister with the Assemblies of God. His professional and personal leadership is grounded in service, integrity, faith, and a commitment to investing in others.

Mr. Medina has managed Delta’s successful security operations in the Caribbean, Central America, South America, Africa, as well as the United States.
